look if the cable breaks u can take a flat head and jam it where the hood is locked down and try to wiggle the release u need a long screw driver it took me 1 hour to do it but i got the job done!

Once the cable is detached...you need to replaced the window regulator.unfortunately the part is only available through the dealers,and pretty costly. The best bet is to visit your local salvage yard. Labor wise its a pretty easy job to replaced the window regulator.
I don't know about Silverado trucks but all of the emergency (parking) brakes I'm familiar with use the brake cable to "pull" and hold the brake against the drum (or disk), so if the cable breaks you simply cannot apply the emergency brake. That is, it is automatically released if the the cable breaks.

They have cable driven regulators. Over time the cables either break, or get bound up which breaks the plastic pully. You need to replace the regulator. I have replaced my drivers door 3 times. Passenger door once, and both rear doors once. It is easier to replace them as an assembly. (Motor and regulator together). If you only do one or the other, it can be difficult to respool the cable to the pully if it should come off.
