It depends on what is causing the high Co. It could be anything from dirty engine oil to and O2 censor. You need to find out what it is and fix it.
High CO is a rich air/fuel mixture. Nothing else.

If it didn't have emissions controls from the factory you don't have to pass any emissions test, check with your state as some are different, especially California.
