Number of ways.
- If you have a picture open in PS then use the rectangular marquee tool to select the picture you want to copy. Then go click EDIT > Copy.
The picture - open you picture you want to copy this to and once opened click into the picture - go click EDIT > PASTE. Your additional picture will open in a new layer (similar to a picture on picture)
First copy content to your computer clipboard, start Photoshop if its not already running and press Ctrl + V keyboard shortcut or go to Edit > Paste.
grab the white background with the magic wand tool then inverse it and you will have the image selected and at this point you can copy and paste it to a new layer.
To unlock layer press padlock icon on top of layers stack on LAYERS palette, when padlock icon on right side of layer is gone do what you want to do with that layer.

It is the bar across the top of Photoshop that has the words: File, Edit, Image, Layer, Select, etc.
You must first place another image from Image > Place or drag from another document, then click on layer with image (layer with image which you want behind) on LAYERS palette and drag it below layer with image to be above.
You can not separate flattened layers (they have becomed one layer), only from history to go to step when you have flattened image.
You probably mean how to combine images. There are several ways to do that in Photoshop: open 2 images in Photoshop, convert background layer to normal for image nmb. 2 then drag it into window with image 1. Another way is to use File > Place command to import image from hard drive into document with already open image in Photoshop.
Layer is basicaly image which can have transparent pixels. Every image have at list one layer. One image can consist from at list one layer and at most hundreds or thousands of layers, in Photoshop only limitation for number if layers is your computer memory.
First click on layer with pixels you want to warp (layer can not be background layer, must be regular layer), in Photoshop CS5 and newer go to Edit > Puppet Warp or Edit > Transform > Warp.
double click on it on layers pallete where are letters Background image and accept,this will convert background layer which is not editable by default to normal layer and then you can edit it
To combine photos in Photoshop open your first image then got file>place and select your second image. You can then resize or move the placed image. You can change the oppacity by clicking on the layer you want and moving the oppacity down.
open both in photoshop and just hit control+c and go to the one you want to copy into and hit control+v. if you want to learn hot keys just click on the layer of the one you want to copy and pick the black arrow tool by hitting v. after that just drag it to the other image and you will have a new layer.
