If you're referring to Video Games, I'm not positive on the newer generation of consoles (PS3, Wii, Xbox) I do know that back on the PS2 you had to either get a PS2 console from the area (such as Japan, if you wanted to play a Japanese imported game), or i believe there was a hardware accessory that would allow you to play it on a PS2 from wherever.
On PC it's usually easier, there are often English patches for games, that you can download which allows the game to be played on an English version of your operating system, or I believe you can download a language patch for whatever game it is.

All XBoxes need a chip to play pirated video games. The only difference between an XBox made in the U.S and, say, Japan, are the languages, which are easily changed at the dashboard
On the PlayStation Portable and Nintendo DS, imported games are almost ALWAYS compatible on ANY system. The XBOX 360 does not allow imported games to be played, no matter the country, only games from the region it is sold. PlayStation 3 is also import friendly, almost entirely. Offically, the Wii supposedly can't play games from other regions, but by using a special disk called Freeloader or using the homebrew channel (this is not endorsed by Nintendo) it is fully possible. No, it can't natively, although you can use an Saturn emulator to play it on your Dreamcast. The issue is that the game play is immensely bad. It is probably due to their different architectures.
No region lock means that games are not tied down to specific regions or areas so you can play a game imported from other parts of the world.
The DSi XL is not region locked, it will play games from any region. The exception is for games marked as 'DSi-enhanced' such as Pokemon Conquest. These work in a regular DS or 3DS, but not a DSi from the wrong region.
On the Nintendo DS you can play any game without region lock so that means you can play a japanese DS game on an american DS but on the DSi and on the 3DS there is a region lock which means you can only play games that compatible with your DSi/3DS region. NTSC (=american) DSi/3DS can only play NTSC games, PAL (=european) DSi/3DS can only play PAL games and NTSC-J (=japanese) DSi/3DS can only play NTSC-J games.
