Generally, noise gets out through the walls, windows and doors. If you need to quiet things down, what can you hang from the walls? (Make sure is not a fire hazard!!) Can windows be shut, and are they double pane (or more) and better sound insulators? Is the door shut, and what can be hung on the inside to quiet things down? Air movement in a closed building may be a challenge with all the openings closed, but your choices are limited. Sound can turn corners and stuff. There are a few options for sound reduction, but it is critical to use one's head in evaluating them. Working conditions may deteriorate quickly by buttoning things up, and there's always the flammability of soundproofing materials to consider. None of these suggestions look at or consider the sources of the noise. There are a zillion of them, and each machine or job evolution will have to be looked at to see what is noisy and whether or not something can be done about it. Good luck with this one.
