QUESTION: 1999 GMC Suburban - how do I program key fob?

Here is EXACT procedure from GM SI.
If they key is in the ON position during the programming procedure, the horn chirp will be disabled, if the key is in the OFF position, the horn chirp will be enabled. The horn will chirp when the lock button is pressed two times.
When reprogramming the remote control door lock reciever, All transmitters must be programmed at this time in order for the transmitters to operate the vehicle. Transmitters not programed at this time will not work and the procedure will have to be redone with all the transmitters.
Ground pin 4 to pin 8 of the data link connector (DLC). The receiver will respond by locking and unlocking the doors, and activating the liftgate window release (if equipped) within 2 seconds.
Press and hold the LOCK and UNLOCK buttons simultaneously on the first transmitter to be programmed until the locks cycle (approximately 10 seconds).
Repeat step 2 for up to four total transmitters to be programmed (if available). The receiver will respond by locking and unlocking the doors and activating the liftgate window release (if equipped) within 2 seconds.
Remove the ground applied to the DLC.
Lock and unlock the doors in order to verify the transmitter operation.
Activate the rear window release in order to verify the transmitter operation.
The DLC is the connector around the drivers knees.
It is wherwe they plug into to check the Service Engine Soon Light.
It has a small tab on either the top or bottom.
The Tab is pins 9-16.

QUESTION: Thanks for your prompt response. I see the female plug (DLC) under the steering wheel colume, but I can not tell the number of the PINS. Can you assist in identifying pin 4 and pin 8?
While I have you, can you tell me what the oil presure should read from 1000 to 2500 RPM?

The shape of the plug is a rectangle with one flat longer than the other.
The SHORT flat also has the tab.
Looking straight at the plug towards the front pin 1 is on the long flat, drivers side top.
Pin 8 is long flat passanger side top.
Pin 9 is short flat (with tab) drivers side bottom.
Pin 16 is short flat, (tab) passenger side bottom.
You can jump pin 4 and 8. The locks will cycle, you'll know it's in learn mode then.
Oil pressure PER GM specs is
42 kPa at 1,000 RPM
125 kPa at 2,000 RPM
166 kPa at 4,000 RPM
6 psig at 1,000 RPM
18 psig at 2,000 RPM
24 psig at 4,000 RPM
These all are MINIMUM AT NORMAL OPERATING TEMP.
If they above any of these readings, it is within specs.

You don't. Take the car and the new fob to a caddy dealer or a locksmith who has the equipment to program it.
A scan tool is required to program a fob on a 2006 Chrysler Town and Country.
