Scenic fuel cap locks operate with the door system - it's a security thing - if you use the remote to unlock your doors then you will find the fuel flap will open. Of course it will lock when you use the remote to lock the doors.

The answer is a key
While holding the door unlock button on your driver's door, turn the key to ON then OFF, then ON, then OFF. Release the unlock button and the doors should lock/unlock to confirm the PDM is in programming mode. Then hold the door unlock and door unlock buttons on your remote at the same time. After about 15 seconds the doors should lock and unlock to acknowledge that it's picked up the remote. Program all remaining remotes at this time. The system will take up to four remotes.
If the key starts the car and you just need to program remote. I just bought a 2000 beetle and had this same problem. Just unlock the rear hatch and lift it up, then unlock driver door with key and push either lock or unlock and it will program the remote to lock, unlock, doors rear hatch and arm alarm
Unlock it from inside the car with the door lock.
# # Close all the vehicle doors. # Insert the ignition key into the ignition lock cylinder. # Press and hold the door unlock switch. # While holding the door lock switch in the unlock position, cycle the ignition ON, OFF, ON, OFF. # Release the door unlock switch. The doors will lock and unlock to confirm the program mode. # Press and hold the LOCK button and the UNLOCK button simultaneously on one transmitter. After a delay of approximately 15 seconds , the doors will lock and unlock to confirm the programming of that transmitter. # Repeat the previous step to program up to four transmitters. # Turn the ignition switch to the RUN position in order to exit the keyless entry transmitter mode. # Operate the transmitter functions in order to verify correct system operation.
A faulty the door lock sensor will cause the door locks to lock and unlock repeatedly. The door lock sensor is located below the dashboard on the drivers side.
sit in drivers seat with all doors closed. hold the door lock button in the unlock position while rotating the ignition key from lock to on (do not start) position,back to lock, back to on ,thenback to lock. release door unlock button. door locks should cycle twice to indicate programming mode is activated. take fob and depress both lock and unlock buttons at the same time for 15 seconds. locks will cycle when fob frequency is accepted. test fob. lock,unlock etc. additional fobs may be programed at this time by holding both lock and unlock buttons down on fob until door locks cycle. test that fob for function. rotate ignition key to on position to exit activation program.
Without a spring, the lock would never unlock. Therefore, a lock of a door required a spring.
Sit in the driver's seat and lock all the doors. Unlock and open the driver's door. Insert the key into the ignition and remove it (don't turn it...just remove it). Using the MANUAL lock switch on the driver's door, lock and unlock the door 5 times. Close the door. Open the door. Lock and unlock the driver's door 5 times (I'm almost certain you use the MANUAL lock switch again, but if this sequence fails to work, try again with the power switch). Insert the key into the ignition and turn it to the "ON" position. Remove the key. The driver's door will now lock and unlock itself one time. Press and hold the "LOCK" button on the key fob for at least 1 second. Close the driver's door. Open the driver's door. Press and hold the "LOCK" button on the key fob for at least one second. Close the driver's door. Press and hold the "LOCK" button on the key fob. The door will lock. Press and hold the "LOCK" button on the key fob again. The door will unlock. You should be all set.
If it came equipped with power locks, it's possible the lock actuators seized up and it's impossible to lock/unlock them depending on which they were before they seized. My drivers rear door lock actuator seized up in my '92 Tempo GL and it was impossible to unlock, I had to remove the door panel with the door closed and just cut off the actuator stem (the part that actually makes the door lock/unlock) and then it's possible to lock/unlock the door.
