Have you tried going to the owner and telling them nicely that they should keep their dog contained, such as in a fenced in yard for his or her safety? Ask them nicely to please keep their dog contained and off of your lawn. If they don't have a fenced in yard, explain to them that they can purchase an used dog run for fairly cheap and that their dog would be so much safer from being run over by a car or getting into poison, fights, etc. If that doesn't work, then take them to small claims court & sue them. Also try calling your local Animal shelter or City Pound and ask what the laws are pertaining to dogs that are allowed to run loose in your area. Ask them if they would come over and talk to the owners of the dog or if there is anything they can do via the law in your area pertaining to allowing dogs to run loose.
