One way if you have a sand filters is to use it's waste setting. That directs the flow of water out the backwash line without filtering it.
Just get a 1 1/2 horse pool pump and that should do the job beautifully,

You can probably find the plumbing to step down to the right size but the pool pump will have more water flow then a garden hose can safely handle. Your going to ruin either the pump or yourself.

Draining the water from the "pump" (I'm assuming you mean the filter) should only take a few minutes. How long it would take to drain the water in the pool down to the winterization level would depend on the size of your pool and the pump you are using.
