It's called a crinoline, which could be covered in layers of tulle for more poof. But, you could just get the crinoline withOUT the tulle.

I successfully washed my crinoline (the kind with satin/nylon and net) by filling the washing machine with cool water, Woolite, and some oxygen kind of bleach. I put the crinoline in and swished it around for several minutes (I was afraid to use the agitator) until I felt it should be clean. Then I drained the water out and refilled it to rinse. Same thing, just swished it around until I felt it should be rinsed. Then I allowed the machine to drain and spin for a couple of minutes to get out most of the water. After that, I opened an umbrella and stuck it in a trash can to hold it upright, then covered it with clean towels, and spread the crinoline over this, tugging and straightening the net into position. After it dried, I used a steamer to correct any flaws, but after all, nobody's going to see it!
