If the run capacitor's bad and you want to put the higher-voltage start cap in its place, the answer is yes. This is called derating, and the only thing it does for you is increases the lifespan of the capacitor because you're not working it as hard as it can take. If the start capacitor's bad, don't do this--they used a 440-volt capacitor in there for a reason.

If were talking about a battery cap for a car stereo, it would be less light dimming and better hits from your woofers. Otherwise you need a voltage meter or something, I have no clue other than my first sentence.

A shorted motor would read zero ohms. Note, however, that a meg ohm tester is not an appropriate test device to assess if the motor is shorted, because the difference between shorted and "operational" can often be just a few ohms - you need a low resistance test device - not a meg ohm tester.
Socket testers work by being inserted into a given electrical socket. From there, they'll read the output of electricity into two nodes without injuring the person using the tester. Most testers will emit a noise when the socket is live and flowing with electricity.
First you will need a compression tester and tools to remove the spark plugs. Disconnect the coil so the engine will not start while testing. Remove spark plugs on the cylinders you want to test. Select the correct tester fitting for your spark plug thread size. Screw tester into the spark plug hole and crank over the engine for one to two seconds. Read compression tester and repeat for each cylinder you want to test.

You just look where the needle is pointing. The trick is to figure out which scale to look at and how much to multiply it by ... but the selector switch is your clue.
