Unfortunately, once an account has been banned from Xbox Live you cannot access any downloadable content that you may have had. When the account was banned all DLC was lost.

If it is a Perma Ban, you will either have to try and dispute it or make a new account. Most likely make a new account. You can call XBOX's customer service to dispute it. If it is not a Perma Ban, wait. You obviously did something to get banned.
