It is highly unlikely that one is able to retrieve someone else's deleted pictures. With good reasoning, Twitter may agree to retrieve them for someone in cases such as death or missing persons.
This was one of a couple of bugs in the old message board layout. If you deleted your own posts, it might say in your contributions that you deleted from someone else's board. Also, if a supervisor deleted something from your board, you might still get the credit. However, these scenarios are not possible anymore.

If someone else breaks into your account, it is hacking. You can click forget the password link and recover the password. You can then increase the security.
You can't request to have someone else's facebook deleted. But If the person has inappropriate pictures or is threatening you...etc. You can report them and then it is up to facebook if they delete the profile or not.

Yes, anyone who uses the Internet can see what you type unless it is deleted, but someone may have already copied and pasted it somewhere else before you deleted it.

You can't. You will know if they BLOCKED you when their status becomes offline with an "?". If they only deleted you you will still see their online status.
You should be able to because you deleted it so it no longer exists, unless someone else used it after you deleted it.
To the average person no, as many people don't know how to recover history. But to computer trained people yes it can be recovered and viewable. For example Computer Forensics, they have software that recovers everything that has been deleted, as nothing can truly be deleted. It helps them recover incriminating evidence. Even google searches can be recovered. Unless you destroy your computer to smithereens then no can view anything.
