To the average person no, as many people don't know how to recover history. But to computer trained people yes it can be recovered and viewable. For example Computer Forensics, they have software that recovers everything that has been deleted, as nothing can truly be deleted. It helps them recover incriminating evidence. Even Google searches can be recovered. Unless you destroy your computer to smithereens then no can view anything.
I think that you are asking if using a file wiping program will delete your browsing history and cache. If that is not your question, please provide more information. A file wiping program, used correctly, will remove your history and cache. You would need to identify the history and cache directories. This will vary on which browser(s) you are using. If you are really paranoid you could wipe out the entire drive. That will erase your history and cache and EVERYTHING ELSE. You would then have to reinstall your operating system and applications. If your data was not backed up, it will be gone forever. If you are just trying to free up some space, do not use a wipe program. All the browsers I am familiar with have settings to clear out history and cache.

There are a few ways. Way #1: Press the Apple Button and then press the Comma. Click Clear Now. Way #2: Go to History. Click Show in Side Bar. You can delete them one by one, or you can simply delete each folder containing the History you want deleted. Way #3: Go to Tools. In Internet Explorer, hit the "Tools" button (In Internet Explorer 6, it's just a word on the menu bar. In Internet Explorer 7 & 8, it's a button with a gear symbol). Click "Internet Options". Under the "General" tab, look for the section "Browing history". Click "Delete History" (or, click "Delete..." then "Delete History" if using IE 7 & 8). All your Youtube history should not disappear from the URL bar. However, so will everything else - use the delete function wisely.
