Avoid greasy foods, and wash your hands after eating if you DO have something greasy. Try not to touch your face too often. Wash your face, but use gentle soap and don't wash too often. Doing so might irritate the skin and make it even oilier. But those are all fairly obvious.
One other thing you might try: Get some Vitamin E pills, cut them open and rub the oil all over your face after you wash it. It's greasy and gross, but you only need to leave it on an hour or so, then wash off with a gentle soap. This is an excellent, long lasting moisturizer, and also helps acne and acne scars fade faster. You only need to do this once a week or so.
Well moisturized skin doesn't go as overboard in trying to make its own "moisturizer," aka oil.

I use acne face cleansers that specifically help to reduce oil build up on your face. Some higher end products are basically a sulfur mask, they reduce discoloration and redness and also help to reduce oil. Proactiv solutions offers a product call clear purifying mask that is 6% sulfur that you can put on and rinse off in 10 minutes to reduce oils, if your skin is still oily you can also leave the clear purifying mask on all day which will stop the oil build up. Whatever product you use make sure that you follow the directions and always test them first. Making your face dry with soaps and other products can actually cause you to create more oils on your face if it becomes too dry.

Not always. Sometimes in a store you could get oil pads which get rid of the oil. Your face could be oily though even though its not wet and it is shiny.
