take off the back metal cap, pull out the eraser, pull out the brownish thing that holds the eraser then put the lead on the out side of the gold thing. if you try to put it in the gold thing the lead will get jammed in the mechinism therefore ruining the pencil

Yes, Bic Velocity pencils can be refilled. One needs to remove the eraser part and fill in the new lead cartridge. If the eraser part is to worn, or completely worn off, it may prove impossible a task.
