Operating systems has mechanism to protect its own files. When an operating system is running, you cannot modify or edit any important files the operating system need. So like formatting an operating system is nearly impossible.

But if you have double operating system (or even PE systems), you can modify or edit files created by the other system. There aren't any rules to constraint you.

You do not reformat operating system, but hard drive.

You can do that in amny different ways, for example:

-After inserting windows installation CD, you can choose to format a partition.

-You can launch a Linux liveCD(Linux Mint for example) and use GParted for that.

If you want to reinstall windows, your best bet is first option.

But if you're not a gamer or using windows-specific programs, you can just install Linux Mint and save yourself many troubles in future :>
