depends on your injury. Usually physical therapy or your doctor can recommend certain excercises to strengthen and regain muscle tone. If it is caused by a stroke you may or may not get full range back.

Who performs range of motion exercises?

Improve your flexibility and range of motion (helps prevent injuries) by doing strength exercises with a full range of motion, unless you are in rehabilitation. Rehab exercises are done to restore your full range of motion. It is a misconception that strength training makes your body's muscles tight and inflexible. This won't happen if you consistently improve your joints' range of motion and perform exercises with full range of motion. You can be strong and flexible. Doing regular stretching and flexibility exercises also improves your range of motion.

I've just been diagnosed that I have a torn ACL and a torn meniscus. Could someone tell me WHY the orthopedic surgeon is recommending physical therapy before the surgery?

If you don't achieve full range of motion before your surgery, the rehab will be much harder post-surgery and it you might not regain full range of motion again. I've torn my acl twice and my surgeon really stressed that I get the swelling down before the surgery. Both times I did that and I never had a problem getting my full range of motion back after the surgery.
