You don't register a religion. If you start your own, you are an idiot, but it will become a recognised religion if enough people follow it or recognise it as one. If you don't actually believe it, it is not your religion.

It will assess the tenants of the religion and its relationship to others to see if it meets the requirements to be deemed a religious organization. If you don't care about tax status, just gather together and worship. As long as you don't break any laws, no one will stop you.
