If Your Norton is not deleteing viruses, then you will need to delete norton and reinstall and update it through the norton updates then run it. If you do this you should be able to then delete the viruses, if this does not work, you will need to format and reload windows.
As often as you need to. So long as the system is not infected with malware, a reinstall should never be necessary. Corrupted system files can b automatically found and replaced by runningsfc /scannowfrom the Command Prompt. With proper malware protection, disk defragmentation, and occasional registry cleaning, a total reinstall should not be necessary.

You do not have to reinstall Windows if you wish to add an additional drive. If you want to be able to boot from that drive, or to replace your current boot drive, you will need to install Windows on it.
System 32 is the folder where all the essentials of Windows are stored. Deleting that would eventually corrupt your windows.
