As often as you need to. So long as the system is not infected with malware, a reinstall should never be necessary. Corrupted system files can b automatically found and replaced by running
sfc /scannow
from the Command Prompt. With proper malware protection, disk defragmentation, and occasional registry cleaning, a total reinstall should not be necessary.
You should first try the PC manufacturer. You can try borrowing one from a friend, but know that some manufacturer's CD will not work in other PCs.

There are two ways to do this. Either install a software called Virtual PC and install Windows XP on the Virtual PC which basically means you switch on Windows 2003 and then use the Windows XP under the Virtual PC.
