Just turn off engine & pump the gas.
On the fuel rail of the 93 explorer there is a pressure valve. With the battery disconnected, place a rag around the valve to catch any fuel. depress the valve until the fuel stops coming out.
Remove the gas cap. If you do not hear the pressure release, then press the shrader valve located on the fuel rail.
Its on the end of the fuel rail
Could be the fuel pump, fuel pump relay or fuse
At the end of the fuel rail on the intake manifold

Pull the fuse for the fuel pump and then run the engine until it quits.
1) disconnect neg battery cable 2) remove air cleaner assembly ( it just makes it easier to get to) 3) relieve fuel system pressure 4) remove clips and detach hoses 5. installation is just the reverse

Could be a very plugged up fuel filter or low fuel pump pressure due to a bad fuel pump or fuel pressure regulator.
The fuel pressure is constant, regulated by the fuel pump itself (inside the tank). Could you clarify the question a bit, like what kind of fuel delivery problem are you having?
45 to 60 lbs. at the Schrader valve on the fuel rail. Should be 50+ when driving. Easily tested with a Fuel Injection Pressure gauge set.
