You do not have to use Gmail in order to use Google Buzz. However, you do need to use some Google product and make your profile there public. The Google Buzz help page says: "You can read your Buzz from a number of Google products. You can access it through the left-hand links in your Gmail, from your Google Profile, or from a mobile device." Please see the related link for details.
