If you have a starter that spins but doesn't engage the engine and a battery that is always dead then I would look closer at the starter then the regulator. The regulator is part of the charging system but if the rectifier is bad then it might be possible for the battery to drain flowing backwards through the charging system but highly unlikely although possible. As for it to stop the starter from engaging the engine, that is not possible.
If the starter just spins and does not engage then you have low battery or a stuck 'bendix' on the starter. -Running hot is a separate problem that may happen for any number of easons.
Electric current from the battery goes to solenoid, it clicks in and connects the full power of battery to starter main terminal, this spins the starter motor over, the starter Bendix gear on the end of the motor shaft spins around and forward about an inch to engage the gearing on the rim of the flywheel. This turns and when speed is up it throws the starter gear back to it's rest position.
