It does not have a governor. Speed is controlled by the ECU. If you want to change any of the settings like shift points and top speed, you will need to buy a programmer. You won't be able to change the settings to anyone elses vehicle but your own since the programmer requires the same settings of the last computer it talked to. Hope this helps
