I have never done this before, but I saw an exploded view of the heater core. It showed that it is under the hood and the plastic case that it is in splits into two pieces. I think you remove half of it and pull the core out from under the hood but I won't guarentee that!. Just a thought!
To remove the heater core on a 1992 Grand Marquis, first remove the dash board. Then remove the AC box to have access to the heater core.

The good folks at Chilton say no you remove the plenum from under the dash and then remove the heater core from the plenum. You may want to get the book for this one as they're are about twenty steps (many things to remove) before the plenum will come out. Good luck.
You can flush the block thru the line to the heater core at the firewall. This will flush the heater core also.
remove steering column, pull back dash to passenger front seat, you do not have to dis-assemble entire dash panel. You can access plenum (heater box)this way.
