There are four tabs at the top that you need to release with a flat head screw driver. I'll also include a video that will show you how to do this. Hope this helps you out.
The 2003 Toyota front grill is held in place with eight retaining bolts. Remove the retaining bolts and the front grill will come off.

Best to replace with same.
