You can open it up, and spray it down with an acid cleaner, as the acid neutralizes the base (ammonia) in the cat urine, removing the odor. A Muramic acid-based cleaner should do the trick, but wear thick cleaning gloves! This stuff can be dangerous if it hits the skin! I would not recommend using this stuff concentrated!
You can also, as an alternative, sprinkle some baking soda, wet it a little, let it sit for a few minutes, then clean it up with a towel, as it basically does the same thing as spraying it down with an acid cleaner, but quite a bit safer and pet-friendly.
