It is in the middle underneath. You must remove the center console to gain access. Then remove all the trim under the dash. It is a white unit located on the bottom of the hvac plenum.

The bcm for a 99 Sunfire should be under the dash. It is on the drivers side near the kick panel.
I have a 99 wrangler and have had problems with the wires shorting out or corroding under the box. I had to remove the box and replace some wires, the fuses in the box did not blow.

Just pry it out to you. Work around it until it's out. Start at the bottom edge.
You need to go to a shop to get the machine to do it. It can usually be done at a lube center, but there isn't much you can do without the machine.
NOTE: You do not need to remove any of the seats to perform this removal!! If it's anything like a '99 Stratus, there are two Philips screws in the inside bottom of the console compartment - remove them. Then carefully pull up the plastic covering around the gear shifter (the covering w/ the P(arking), N(eutral), D(rive), R(ear), etc. letters) - this cover is attached with snaps, so you should just have to firmly pull up on it to remove it. NOTE: pull the emergency brake all the way up, so it's not in the way when you take the console completely out. Then underneath the cover are two more Philips screws holding the front of the console to the shifter - remove these two screws. BE CAREFUL to only remove the two screws securing the console, because there are more screws down there that don't need to be removed. That's it! Then pull up on the entire console!
