EGR valves can generally be cleaned, but they will clog or stick again relatively soon or immediately. It is not worth cleaning. To replace it, unbolt the old one, start the engine to blow out any carbon residue left in the passages. Then scrape off the old gasket material and install the new valve. A scan tool may be needed to clear any trouble codes.
