Speed control is Chrysler's name for cruise control. The speed control relay on your Wrangler supplies power to the vacuum servo for the cruise control. This servo opens or closes the throttle plate in the throttle body based on commands from PCM when your cruise control is set.

remove access plate on floor around shifter, 4 bolts hold the shifter onto the trans.
1st: Remove the 4 climate control knobs by pulling on them. 2nd: carefully use a flathead screw driver (or any similar tool) of the 4 different control knob sections start at the bottom right hand corner (facing the dash) pry the climate control plastic plate back, then do the same in the upper left hand corner, and so on... until the entire plate comes off. 3rd remove the clear lens by pulling back the plastic clip on the right and swinging the lens out. 4th pull the bulb out careful not to damage the colored green lens on the bulb, you need it to put on the new one.
the plate that holds the shifter to the trans is loose, you should be having more shifting issues as well. Remove the plate that goes around the shifters on the floor to access the mounting bolts and tighten them.

well its complicated you have to remove the glove box and disconnect the cable that controls the hot/cold setting on the controls then you have to remove all the scres holdin face plate on some are underneath so you have to take out the ash tray to get to them make shure you take off all the knobs for climate control and the radio then disconnect everything you need to so you can work on the faceplate
* Remove the shift lever knob,console and shift boot * Disconnect the shift and select cables from the shift control assembly * Remove the large shift cable retainer plate and detach the cables from their bracket on the shift control assembly base * Remove the shift control assembly retaining nuts and remove the shift control assembly
Remove the distributor cap and it will be bolted inside the distributor on the base plate.
