Use an 1 7/16" open end wrench (an 1 1/2" will also work) and turn the nut counterclockwise to loosen it. You may need to hold thepulley from turning.
That would be a clutch fan hub and bearing assembly.
The 98 S10 doesn't have a carburetor.

The fan clutch on a 1997 S10 has a bolt on the center of the front. Remove the bolt while holding the clutch still. There is a special tool to grab the clutch fan from the rear to hold it while removing the bolt.
The rear bumper of a 98 Chevy S10 can be removed by disconnecting the rear wiring harness and taking out the retaining bolts. The bumper can then be removed from the frame and pulled from the vehicle.

A 98 Blazer S10 has 5 lugs on each wheel.
Turn the large nut loose (1 7/16") by turning it counterclockwise then spin the fan and fan clutch off as an assembly. Separate the fan from the clutch on the bench.
The 98 S10 does not have a safety cut off (inertia switch).
