To remove just the outer fenders you're going to want to start by removing the hood. Just remove the 4 bolts on the hood itself. Take the grille off next. Remove the 2 7mm bolts of the top of the grille, there are 2 more down the middle, remove the park lights, pull all the wires then there are 2 more 7mm bolts. One on either side near the corner lenses when you remove the park lights. Remove the battery. Remove the wiper fluid reservoir.

Next, there is 1 bolt on the underside of the fender towards the door. Then open the door and with a long 3/8ths extension theres a bolt towards the firewall. Remove the bolts that hold the fender on the rad support. Some penetrating fluid would be a good idea on those. I ended up having to cut them off on my 92 GMC. Next theres around a half dozen bolts that hold the inner fender to the outer fender. Remove those. Then you may have to remove the plastic filler piece on the bottom of the fender that goes in where the bumper is. The fender should be ready to come out now.

This wont be the fastest job in the world the first time. Have some patience. If you have access to an air ratchet, I highly recommend using one. It makes life so much easier.
