No! You either have to siphon it out or drop the tank. Use a non-metallic hand pump.
You can also loosen the fuel line at the filter, and turn the key on and let the fuel pump pump it out. The fuel pump is in the fuel tank. While you're at it, change the filter. If you're having moisture or trash problems in the tank, your filter is no good. DO NOT pump the old gas through a new filter. Disconnect the filter on the tank side to do this.
