It is located by the harmonic balancer right next to it to remove it you must take the hb off to properly take it off...
It might be the harmonic balancer (crankshaft pulley) has gone bad. They tend to go on Tempos after ~50-60K. A new one will cost around $200 installed.
Yes, they did for all those years, not sure where at, possibly by the harmonic balancer?
I believe that is 7mm Allen key.
crank sensor is bad... it's under the harmonic balancer wheel by the oil pan
if it is the motor splash guard it attaches to the inner fender well on the passenger side and protects the front of the motor where the harmonic balancer and belts are

Ford 5.0L V-8s have the timing pointer at the bottom of the timing cover on the vehicle's right side of the harmonic balancer. Look behind the crankshaft pulley (the biggest one, it's at the bottom in the center of the engine). This is bolted to front of the balancer.
If you are referring to the Crankshaft sensor, or crank angle sensor it is located on the passenger side of the engine compartment near the harmonic balancer. (For the 3.1 L) I have a 95 with a 3.1L and it had intermitant missing and starting problems. I replaced the crank position sensor (which was located behind the harmonic balancer) and the camshaft position sensor (located under the power steering pump) and it corrected the problem.
