You have to reprogramme the motor's ECU.
To remove the head on a Mercedes 312 Sprinter, first remove all components and accessories. Then remove valve covers and loosen the inboard center head bolt. Finally, remove the head.

This requires the ECM software.... you'd have to get it done at a dealership, which is the much cheaper alternative to buying the software yourself (we're talking a couple thousand, easily)... if it's a fleet vehicle, or any type of company vehicle which isn't yours, then the ECM will probably be password protected to prevent exactly what you're trying to do.
The rev limiter is part of the engine computer programming. The computer would need reprogrammed to change the rev limiter.
It is controlled by the ECU, which you cannot remove.
