The plug should be beside of the bottom radiator hose, and screws out. If you have the model without the plug then the bottom radiator hose has to be removed to allow the coolant to drain.
Should be a plug at the bottom or rear of radiator or remove the lower hose
usually the drain plug is located on the right side of the radiator it could be on the side or under the radiator if you still dont find one you can remove one of the water hose but that wont drain as much as the drain plug also known as cockpit

its on the left hand side of the radiator but not very easy to get to My apology, it is a 1996 S10 Chevy Blazer instead of a 1999 Chevy Blazer. To drain the oil on a 1991 Chevy S10 Blazer, located the oil pan drain plug. Use a wrench to remove the plug and the oil will flow into the receptacle you have provided.
The oil drain plug would be at the lowest point on the engine oil pan. It should take a 15mm wrench to remove it.
