Not an easy task since you have to remove the Front Bumper Cover to get access to it. Once that's done, remove the electrical connectors, the screws and the Headlight Assembly.

Although I cannot tell you that I have seen the instructions to remove the bumper cover in these manuals they have the most complete instructions available since the original paper manual is put out by Subaru.
Turn wheel fully in for easier access. Remove clips from bottom of bumper cover (2 ea). Pull mud guard away from bumper cover. Disconnect plug. Remove cover by rotating counterclockwise. Change bulb. Reinstall cover & connector. Verify operation. Reinstall Mudguard. Put wheels straight so wife won't scratch car.....
Remove the screws in the wheel wells and underneath the plastic cover to remove the bumper cover. Then you can see to remove the actual bumper.
Pry loose the lens cover and remove the two screws underneath. Then open the sunglass cover and remove two more screws. Disconnect the wiring harness. That's it, at least for the 2001 and similar models.

Remove the 2 clips that hold the Lower Mud Guard to the Bumper Cover & move Mud Guard aside. Remove electrical connector. Remove nuts & clips. Pull out Fog Light Assembly.....
