the recoil spring is broken.
Remove gas tank and plastic shroud covering engine. Remove metal engine shroud and debris screen. Starter pulley and recoil assembly are underneath screen.
The cord is tangled inside. Take the recoil off and then you can untangle it from the inside. Sometimes to pulley will split at the seam.
You have to take the recoil housing off. Then wind the spool up in the opposite direction of how the cord wraps on (counter clockwise). At the same time make sure the cord does not wrap onto the spool. After several turns the spring will tighter. Allow it to release, taking the cord onto the spool with it. Put it back on and get some fish.
To replace the cord for a block heater on a 2000 Malibu, unplug the old cord from the block and plug in the new one. The end of the block heater cord can be found by tracing the cord back to where it is plugged into the motor.

first u need to remove the screws holdiny the pull cord housing then u remove it and pull the old cord out and hold it then remove the end of cord that has the knot to keep it in place wen u install new one do reverse but dont let the cord wheel go back

Remove the recoil then if the spring is not broken you tighten the spring (you are looking at the inside of the recoil you turn it clock wise until it is tight) line the wholes for the rope up then clamp so it won't move take a wire and hook the roap threw tie the not in the end of the make sure you have enough roap. Then put handle on the roap tie the not in the roap to hold the handle. Then unclamp the recoil and if all was done right it should work then reinstall. Hope this helps.

It is always a good idea to take pictures of each removal step to make reassembly easier. Remove cover on the pull rope housing. Locate the flywheel which the pull cord wraps around. Remove screws or bolts that attach flywheel on the housing unit. Caution, be careful on recoil spring position. Locate hole on flywheel (side view) in which the original cord was feed through. Feed replacement into hole and tie a single knot. Reattach assembly.
If it's new you will probably only have to loosen the screws that hold the recoil down, lift it up and the rope should go back in. You may have to take it all the way off, but that should fix it. If you take it all the way off, before you replace the screws, hold the recoil down with your hand and pull on the cord alittle and make sure it's engaging
