Remove two screws 10mm from back of steering wheel,take the air bag
part off the steering wheel after removing the two screws,then there
should be one big bolt that you haft to remove . The steering wheel
will come right off..

remove the lower shroud on the steering column, and then the 2 bolts that hold the column in place, it should be accessable then.
In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. To remove the steering column in a 1986 Chevy Celebrity: 1. Remove the trim panel under the steering column. 2. Remove the noise panel. 3. If the car has column shift remove the gear indicator from the shift bowl. 4. Unplug electrical connectors. 5. Remove the four bolts that hold the steering column up. 6. At this point the steering column should pull out.
Unplug the wiring harness from the steering column. Remove the cover plate under the column. Remove shift linkage. Remove two bolts under the dash that hold the column up. Remove the two nuts that connect the column to the steering knuckle. Slide it out.

you dont HAVE to remove it but it does make it easier. removing the column it not very difficult.
