The cover and the air bag are normally one piece.
Removing the air bag is usually no big deal.
- Disconnect both negative and positive cables from battery
- Go for coffee or similar so the Airbag trigger device has time to discharge.
- There are usually screws accessible from the back side of the steering wheel that hold the air bag and cover assembly on.
