The padding is simply stapled to the subfloor in most cases. If it is stapled down, just rip out the padding in pieces as large as possible. There will be small pieces of padding still stuck to the staples. Now you can either pull up the staples one by one using a staple remover (this will take a long time) or there is a scraper tool you can buy at home improvement tools that you can scrape along the floor to remove the remaining staples and padding.
You will need a padding if your rug is going on a hardwood floor or tile, and a different type of padding if it is going on a carpet. For either type of padding, there are several different qualities that you can purchase. I recommend you get a high quality padding as the lower quality ones can sometimes get stuck to the floor and damage it when you try to get it off your floor. However, there are benefits of using a padding underneat your rug. You can get some information here:
Carpet glue by its nature is extremely sticky as it is made to keep a rug from moving. If you need to get the glue off of a concrete floor you can use a floor grinder. You can also scrape it.
Try to take the carpet up and hang it up somewhere, but if its "stuck" to the ground, try to suck up the water with a vacuum cleaner or find something quite absorbing.

If your office chair has rubber chair casters, consider placing a plastic mat on the floor underneath your chair. This will protect your hardwood from any scuffing and will keep the casters from getting stuck in your carpet.

If the parking brake pedal on your 2001 Dodge Ram 1500 is stuck to the floor, you might have broken the parking brake cable. Remove the rear tires to see if the cable is still attached and replace it as needed.
To remove the stuck spark plugs, you can break them loose and then start to get them tighter as you rotate them out. The ratchet wrench can also be used to remove the stuck spark plugs.
