There are 4 Phillips head screws that hold the dash. 2 of them are right above the speedometer and the other 2 are found when you remove the ash tray. Once the ash tray is removed you will see them. Once you remove these screws you have to pull it carefully, because there are about 4 harnesses that must be disconnected before you can fully pull out the dash.
Installation is the reversal of removal.

The dash on a Hyundai Elantra is held on by several mounting screws. Remove all the screws found underneath plastic covers, as well as underneath the dash. Gently pull the dashboard towards the cabin and remove any attached sensors.

The 2005 Hyundai Elantra OBD 2 port is on lower left dash between steering column & hood release
The Hyundai Elantra has the fuel pump relay under the dash on the drivers side. It is behind some wiring and is difficult to see.
The 2003 Hyundai Elantra OBD 2 port is on lower edge of dash between steering column & hood release
The 2005 Hyundai Elantra OBD 2 port is on lower left dash between steering column & hood release
It should be under the dash on the drivers side.
Its going to be under the dash beside the gas pedal
where is the ecu for a 2002 Hyundai Accent?: this computer is located under the dash, left side. can't miss it, just look under the dash. bolted in with 6mm bolts, use 10mm socket to remove. Make sure you disconnect battery first if you decide to remove it or replace it.!
