Look under your car. Each seat is bolted with 4 screws. You will need 13/16 socket and a wrench with extension or breaking bar. Oh, and a generous amount of WD40 or equivalent.

on the 98 that I have it is a red and white wire combination and it is under the carpet the only reason I know is because I removed mine after I flooded the passenger side. but it is under the carpet near the driver side red wire and white wire

The access panel is located on the floor in between driver and front passenger seats next to the emergency brake. The seats are easily removed and some of the carpet needs to be pulled back.
