With the serpentine belt removed you can hold the pulley with a strap wrench and then slip a open end wrench over the large nut behind the fan clutch and turn it counterclockwise to remove.
Drain the water from your 1998 Chevrolet S 10 cooling system. Remove the water pump return hose. Remove the water pump belt. Remove the water pump retaining bolts. Reverse the process to install the new water pump.
s10 or full size ?
To give yourself some elbow room, remove the fan/clutch assembly along with the fan shroud. Note, the water pump is not behind the fan pulley as you would normally expect. Remove the accessory belt. Remove the water pump pulley. Drain off the radiator coolant into a clean container. Remove the water pump. Install in reverse order.

You will need to remove the fuel tank to gain access to the fuel pump.

To loosen the nut on a Chevrolet s10 water pump, the nut must be turned to the left. To tighten the nut on a Chevy s10 water pump, the nut must be turned to the right.
The water pump would be a standard rotation. The serpentine belt moves clockwise on the model truck which would make it standard not reverse. With a serpentine belt system like the one in the 2000 S10 4.3, any pulley that is grooved turns clockwise. Any pulley that is smooth turns counterclockwise. The water pump pulley on that S10 is smooth and turns CCW.
Probably the fuel pump is bad.
