Both Snap-on and Westland make fuel line pliers. Good investment. Release the fuel pressure in the system by removing what looks like a valve stem cap on the fuel rail and gently depressing the valve you will find under it.Spray a good penetrating oil into both fuel filter fittings. Apply pliers into the groove where the filter and the fuel line meet Rotate the pliers and tap in the direction on the filter if necessary. Pull the line, repeat on the other end, then pull bolt that holds the filter.

My Concorde has the filter under the car in the area of the back seat. Look on both sides, driver and passenger. The filter is tucked up into a recess so you can't see it from the side, you have to be under the car (use jackstands!). Also it's inside a plastic stone shield. Follow the fuel lines. To remove the fuel lines, push in, and remove the clips. This is awkward and the clips are a bit fragile, so be careful.
