The fuse panel for a 2003 Jeep Wrangler is located behind the glove box. The owners manual describes how to remove the glove box to access the panel. Removing the glove box is simple.
When you open the glove box look for the strap on the right side of it. Slide it out of the slot on the glove box. Be sure to hang on to the glove box, because it will now drop open. Open the box far enough to allow the hinges to slide out from the dash, and remove it. Once you do it, it's no problem.

Assuming it's the same as a 94 C1500, Open the glove-box, remove the screws across the top and bottom, remove the cables that support the glove-box door, remove the glove box door, remove the glove box compartment. I have a 95 K1500, you just have to squeeze the top of the glove box, clear the mount and then remove the plastic strap on the left side, and then open the glove box fully it just fall down, no need to unscrew anything.
I own a 2003 4Runner and the cabin air filter is directly behind the "Glove Box." It's in the exact same place on my 2008 Tundra. Open and clean out your glove box. Remove the piston on the right side of the glove box, let the box drop forward. Squeeze in the sides of the glove box to bypass the stops in the back of the box. Let it drop forward. Behind the glove box you will find a long door with the air filter inside. It's that simple.
