If there are no bolts holding it on then it pries off.
Push in the horn ring in slightly on both sides and turn just the chrome horn ring counterclockwise. This is for the 2 spoke ring only.
The chrome ring on the outside unthreads from the inside piece.
The horn button on a standard steering wheel for 1940-1948 is removed by simply prying the button out of the steering wheel. If you have the deluxe horn ring it requires pushing down on the center with the palm of your hand and turning the horn ring either left or right to release the horn ring.

Pretty simple. Revove the horn ring; remove the steering wheel nut; using either a steering wheel puller or simply pulling hard, remove the wheel.
The problem is the horn ring under the steering wheel, not the horn.

If it is the same as my 68, the horn button is held in place by a rubber o-ring under the button. carrefully work a thin, flat screw driver under the edge of the horn button and TWIST. Be careful not to chip the button. This should pop out the horn button.

Pop out the horn button, it will just pop out. The horn mechanism is a plastic ring with a rubber and metal retainer for the horn button. Remove the screws (Three) and don't allow two things to happen: Loose the screws and springs, don't let the horn wire touch metal. Remove the steering wheel retainer nut. Mark the orientation of the wheel to centre shaft so you can re install the same. Use your steering wheel puller with included bolts to pull wheel off shaft.
