You can change the ignition cylinder on your 1999 Mercury Mystique by removing the retaining ring at the top of the ignition cylinder. The ignition cylinder will slide out. Remove the wiring harness.
You will have to drill the center out to get it to turn.
you are going to have to take the whole key cylinder out.
Remove the retaining ring from the top of your 1999 Chevy Cavalier ignition switch. Slide the ignition switch out and remove the wiring harness from the end of it.

Most likely the ignition cylinder where you put your key before to start your car is broken. You have to remove it and test wires in different positions of the key.
Remove the 2 screws holding the plastic housing around the steering wheel. Remove the top part of the housing; pull down the bottom part as it does NOT come off. Set your ignition to the RUN position. Push in the tab on the underside of the lock cylinder and pull out the old cylinder. Get your new cylinder & set it to the RUN position (or at least out of the LOCK position). Slide your new cylinder in the way the old one came out. Make sure it locks in correctly.

Remove the instrument panel,take cover off on the front of the lock cylinder there are two 10mm bolts that mount it & remove it through the hole were the cluster sits..GM tech...
