Use a screw driver, remove the screws in the panel and remove the clips in the panel. Pull the panel out gently, remove any wire connections, and remove the panel completely.

If you are referring to the interior of the door I have had to do this lately on my 90 Passat. There are just a few screws on each end of the panel. Just remove them and slowly slide the panel off, lifting upwards. Be careful because the power window connection is still connected. Unplug this and the panel is removed.
